Abstract: Abstract: Caste identity is the principal axis for redistributive policy in India. In the 1950s, the  thousands of social groups that constitute Indian society were listed in Schedules of the Constitution. This lecture describes  the  scheduling process that created the largest affirmative action program in the world. It  traces the new types of inequalities that it created and explains why  the goal of equal citizenship requires renewed attention to universal public goods.
