Abstract.  The key to understanding the development of complex societies is to determine how groups solved collective action or free-riding problems.  By examining the earliest complex, stateless societies in the archaeological record in any region, we can detect the kinds of strategies in the early Holocene and later periods in both hemispheres.  I will briefly describe the earliest complex societies in Anatolia, Britain, North and South America to detect patterns in how cooperation was promoted and sustained.
